SwiftComply Stormwater is a cloud-based compliance management platform that helps municipalities manage their MS4 (Municipal Separate Storm Sewer System) stormwater programs. It covers inspections, deficiency tracking, BMP management, construction and industrial site compliance, illicit discharge investigations, enforcement actions, weather integration, and regulatory reporting from a single web application.
Who uses SwiftComply Stormwater?
City/Org Staff (Authority Users): municipal employees who manage inspections, track deficiencies, configure customer-managed settings, and handle regulatory reporting. Authority Users have the most access.
Contractors: third-party inspectors who conduct inspections on behalf of the city. Contractors access the system through a dedicated contractor portal with a unique token-based registration link.
How the platform is organized
SwiftComply Stormwater is organized around two core concepts:
Sites
Sites are the physical properties you manage. Every site can belong to one or more programs. Sites are the hub for inspections, deficiencies, BMPs, monitoring data, and reports.
Programs
Programs are the compliance activities you perform at sites. Each program adds specific features. Which programs are enabled on your account is based on your permit needs and configured by the SwiftComply team. Available programs include:
Construction: active construction sites with inspections, BMPs, precipitation events, training logs, and sampling.
Industrial: industrial facilities with SIC/NAICS codes, SPCC plans, and water quality sampling.
Post-Construction: long-term BMP inspections and maintenance.
IDDE (Illicit Discharge Detection and Elimination): log complaints, conduct investigations, and classify pollutants. Use IDDE for water-quality-specific illicit discharges (for example, unauthorized wastewater, sediment, or chemical discharges reaching the storm sewer).
Investigations: a flexible investigation framework for general compliance and safety incidents, with configurable fields per investigation type. Use Investigations for non-water-quality compliance issues, safety events, and incidents that don't fit the IDDE workflow.
Enforcement: track formal enforcement actions with escalating levels.
Monitoring: record water quality data at monitoring points.
Municipal Fixed Assets: inspect and maintain permanent stormwater infrastructure.
Municipal Field Activities: log field maintenance activities like sweeping and catch basin cleaning.
Outfalls, Education, Sweeping Summary, Good Housekeeping, Structures, Flow, Drone, Safety, SPCC: specialty programs for specific compliance needs.
Navigating the platform
The left sidebar provides access to all features:
Dashboard: your landing page showing active site count, open deficiencies, missing reports, and sites with rain forecasted.
Sites: interactive map view of all your sites.
Calendar: view of scheduled events.
Report Status: track report status across programs.
Control Measures: dropdown listing your enabled programs.
Deficiencies: consolidated list of deficiencies across all programs.
Analytics: charts and reports.
Communications: email log.
Weather Summary: weather station data and forecasts.
Settings: admin settings (administrators only).
Mobile access
SwiftComply Stormwater works two ways on mobile devices, and the experiences are different:
Mobile browser: the full web application is responsive and works in any mobile browser. Same features and layout as the desktop version, adapted to a smaller screen. Most Authority Users use the browser version on the go.
Native mobile app: a separate SwiftComply mobile app is available for field inspectors. The native app has a different feature set focused on inspections in the field, with offline capabilities, simplified inspection flows, and easier photo capture.
