Managing Inspections, SPCC Plans, and Monitoring

How to conduct industrial inspections, manage SPCC plans, and log sampling and monitoring data.

Overview

Industrial facilities track inspections, SPCC plans, sampling activities, and monitoring events. All are managed from the facility's site record in the Industrial program.


Conducting inspections

  1. Navigate to the Industrial program and click the facility.

  2. Click New Report.

  3. Select the appropriate industrial inspection template.

  4. Complete the form, document facility conditions, note deficiencies, check SPCC plan compliance.

  5. Click Publish when complete.


Managing SPCC plans

If the SPCC section is not configured on your industrial facility sites, contact your SwiftComply representative for setup assistance.

SPCC (Spill Prevention Control and Countermeasure) plans are required for facilities storing oil/petroleum products.

  1. From the facility site, navigate to the SPCC section.

  2. Upload the current SPCC plan document (PDF, Word, etc.).

  3. Track plan review and update dates.

  4. Use deficiencies to document SPCC compliance issues found during inspections.


Logging sampling and monitoring

  1. From the facility site, navigate to the Sampling or Monitoring section.

  2. Create new sampling/monitoring events.

  3. Enter constituent data (pH, turbidity, metals, etc.) with analysis type (Field or Lab) and method.

  4. Click Save.

Industrial facilities with the Monitoring program enabled can track monitoring sites, events, and records at designated sampling points.


Industrial-specific considerations

  • SIC codes: Each industrial facility tracks its Standard Industrial Classification code, which determines applicable permit requirements.

  • Regulatory identifier: The state-specific permit or identification number.

  • Non-applicability reasons (California only): Facilities may be exempt due to 'Notice of Non-Applicability', 'No Exposure Certification', or 'Non-Applicable SIC Code'.

  • SWMP applicability (California only): Whether a Stormwater Management Plan applies to the facility.

Q: What's an SPCC plan?

A: A Spill Prevention Control and Countermeasure plan is a federally required document for facilities that store oil above certain thresholds. It outlines prevention measures, containment systems, inspection procedures, and emergency response plans.

Q: Can facility operators submit their own inspection data?

A: Yes, if they have system access through the platform. The level of access depends on their user role configuration.

Q: How do SIC codes affect the Industrial program?

A: SIC codes identify the type of industrial activity. Many stormwater permits are triggered by specific SIC codes. The code is stored on the facility site record and can be used for filtering and reporting.

Q: What's the difference between Sampling and Monitoring?

A: Sampling tracks individual water quality sampling events at the site level. Monitoring (when enabled) provides a more structured system with monitoring sites, events, and constituent tracking with verification status.
