Overview

The Industrial program tracks stormwater compliance at industrial facilities. It manages inspections, SPCC (Spill Prevention Control and Countermeasure) plans, sampling activities, monitoring data, and precipitation tracking, all specific to industrial stormwater permits.


Industrial-specific features

When a site is assigned to the Industrial program, these features become available:

  • Inspections: Facility inspections using industrial-specific templates.

  • SPCC Plans: Document and track Spill Prevention Control and Countermeasure plans.

  • Sampling / Monitoring: Water quality sampling with constituent monitoring.

  • Precipitation Events: Track rainfall events and qualifying storms.

  • Training Log: Record employee training on stormwater compliance.

  • BMPs: Document BMP implementations at the facility.

  • Deficiencies: Track compliance issues.

  • REAP: Rain Event Action Plans for storm preparedness.

  • Risk Assessment: Facility risk scoring.

  • Files: Upload permits, plans, and supporting documents.


Industrial facility fields

Industrial sites have additional fields:

  • SIC/NAICS Code: Classification codes that identify the facility's industry and determine which permit requirements apply. Many modern permits have moved to NAICS; older permits may reference SIC.

  • Regulatory Identifier: State permit or identification number.

  • Regulatory Non-Applicability Reason (California only): If the facility is exempt: Notice of Non-Applicability, No Exposure Certification, or Non-Applicable SIC Code.

  • SWMP Applicability (California only): Whether a Stormwater Management Plan applies.

  • Facility Area: Facility size.

  • Contact fields: On-site and administrative contact information.


FAQ

Q: What is an SPCC plan?

A: A Spill Prevention Control and Countermeasure plan is required for facilities that store oil or petroleum products and could potentially discharge to navigable waters. It documents prevention measures, containment systems, and response procedures.

Q: Can facility operators submit their own data?

A: Yes, if they have system access. Facility operators can view their compliance status and, with appropriate permissions, submit data.

Q: How does the Industrial program differ from Construction?

A: Industrial facilities are permanent sites with ongoing operations and different regulatory requirements (SIC codes, SPCC plans). Construction sites are temporary with project start/end dates and different BMP requirements.
