What Are General Legal Controls?
General legal controls represent enforceable documents like Sewer Use Ordinances that apply broadly across service areas or treatment plants. Unlike permits, which apply to a specific IU, general controls support system-wide requirements.
These records provide a legal reference point for enforceable actions such as compliance limits or sampling requirements.
SCPT does not generate legal control documents, but it allows you to store and reference them throughout the platform.
Creating a General Control
From the left-hand navigation, go to Configurations.
Select the POTW tile to open the general control table.
Click + New General Control.
Enter a control name and effective date. Optionally add a POTW name.
Click Save. The control will automatically gain an active or upcoming status based on the effective date.
Managing General Controls
Click on any row in the table to view the General Control Overview Page.
From here, you can view summary details and terminate the control if needed.
Terminating a control immediately affects any limits or sampling configurations that rely on it for enforceability.
Once terminated, a general control may be archived or unarchived to manage visibility in the table.
Status Behavior
Active – The effective date is current or in the past. Can be connected to enforceable configurations. Cannot be edited. Can be terminated.
Upcoming – The effective date is in the future. Can be connected to enforceable configurations. Cannot be edited. Can be terminated.
Terminated – No longer enforceable. Affects any connected configurations. Can be archived or unarchived.
Only the current date/time can be used for termination. Once terminated, any related sample reports due after that date will be deleted.
Outfall and IU Impact
If an IU or outfall becomes inactive, any connected configurations that rely on a general control become inactive as well. However, this does not affect the status of the general control itself.
Try It Out
Create a general control with today’s or a past date. Confirm it is active.
Create one with a future effective date. Confirm it is upcoming.
Open an active control, terminate it, and archive it. Use Show Archived Controls to confirm visibility and unarchive if needed.
