Permit Creation in SCPT

Create, configure, and issue enforceable permits that connect compliance limits and SMRCs.

Starting a New Permit

Navigate to the Permitting Table from the left-hand navigation bar. This table lists all permits across IUs and supports column arrangement, export, and search.

To start a new permit, click + New Permit in the upper right.


Step One – IU & Template

Select the Industrial User, permit template, and define the permit's effective and expiration dates. Permits may last up to 5 years.


Step Two – Permit Content

The form shown is generated from the selected template.

  • White fields = editable fields (some marked with * are required)

  • Greyed-out fields = system fields for reference only

  • System tables = display data with toggles to include/exclude rows

Compliance limits shown here are only those eligible to be included (e.g., "available"). Limits selected here will become enforceable once the permit is finalized.

You can Save & Exit at this step to keep the permit in draft status.


Step Three – SMRC Report Schedules

If any SMRCs were included in step two, they appear here for scheduling.

The Samples column displays a beaker icon that when clicked displays information on the SMRC sampling configuration for reference purposes. Clicking outside the sampling configurations modal will close the modal.

Click Set Schedule to define the report frequency and due dates. The schedule must fall within the effective and expiration dates of the permit.

Once scheduled, the SMRC's status changes to pending.

SMRCs can be removed, which returns them to an editable "available" state.


Step Four – Review

This step presents a rendered PDF of the completed permit.

If further edits are needed, you may return to previous steps.

Clicking Save & Exit in this step saves the permit in pending status.


Step Five – Signature

Type your signature and submit.

Once signed, the permit becomes active or upcoming depending on its effective date. Any connected compliance limits or SMRCs are now enforceable.


Viewing the Permit Overview Page

Clicking a permit row in the Permitting Table opens the Permit Overview Page.

From here, you can:

  • View permit details

  • Terminate active or upcoming permits

  • Archive terminated permits

Terminating a permit:

  • Ends enforcement for included limits and SMRCs

  • Deletes sample reports due after the termination date


Permit Statuses and Actions

  • Draft – Editable. Not enforceable.

  • Pending – Ready for signature. Not enforceable.

  • Active – Enforceable. Can be terminated.

  • Upcoming – Will become active on the effective date. Can be terminated.

  • Terminated – No longer enforceable. Can be archived.

  • Expired – Past the expiration date. Can be archived.

  • Deleted – Draft or pending permits can be deleted. Cannot be restored.


Try It Out

  1. Start a permit for an IU with available compliance limits and SMRCs. Complete all fields, include configurations, and finalize.

  2. Confirm that the SMRC and limit statuses update accordingly at the IU level.

  3. Open the permit from the permitting table, terminate it, and archive it.
