Creating a Permit (Template, Form, Scheduling, Signing)

Step-by-step guide to creating a permit using the 4-step wizard in SwiftComply Pretreatment, from template selection through electronic signing.

Overview

Permits are created through a 4-step wizard that walks you from selecting a template to electronically signing the final document. Each step builds on the previous one to produce a complete, enforceable permit.


Before You Begin

  • You need at least one permit template configured (managed under Configuration > Templates).

  • The Industrial User must already exist in the system.

  • Navigate to Permitting in the left sidebar.

Click New Permit to launch the wizard.


Step 1: Template Selection

Select the Industrial User, template, and permit dates.

Click Next to proceed.

πŸ’‘ Tip: You can switch permit templates at any point during the wizard without losing your place. If you switch templates, the form fields will reset to match the new template.


Step 2: Fill Form

The form content is determined by the selected permit template. Complete all required fields as defined by the template.

  • Templates include system tables that automatically populate with data from the system β€” discharge limits, IU details, contacts, and sampling requirements. System tables are read-only but you can exclude rows that should not appear in this permit.   • If the template includes SMR-related system tables, this is where you connect Available SMRCs to the permit. Any SMRCs remaining in these tables will be included in Step 3 for scheduling. See How Permits and Sample Report Configurations Work Together for details.

  • Some fields may be protected (read-only) based on the template configuration.

  • Use Previous to go back and modify template selection if needed.

Click Next when complete.


Step 3: Schedule Requirements

If any SMRCs were connected to the permit in Step 2, they appear here for scheduling. If no SMRCs were included, this step will be empty. For details on the full SMRC-to-permit workflow, see How Permits and Sample Report Configurations Work Together.

The table displays each SMRC with its status, outfall name, report name, and schedule details. SMRCs start with Available status and change to Pending once a schedule is set.

Click the schedule action on an SMRC to open the Scheduling Dialog. Choose between two schedule types:

  • One Time β€” Set a single ad-hoc date for the report.

  • Repeating β€” Configure a recurring schedule with frequency, interval, start date, and end condition.

A date preview shows the generated report due dates so you can verify the schedule is correct before applying.

This is the step where Specific Control SMRCs get their report schedule β€” the schedule was intentionally skipped during SRC creation because it is set here in the context of the permit's effective dates.

Click Next to continue.

⚠️ Note: All SMRCs shown in this step must have a schedule assigned before you can proceed to the Review & Sign step.


Step 4: Review & Sign

Review the full permit document. A PDF preview is generated so you can verify all information is correct.

  1. Review the permit details, form content, and schedule in the PDF preview.

  2. Type your name in the signature field to sign electronically.

  3. The date and time are recorded automatically.

  4. Click to finalize and activate the permit.

πŸ’‘ Tip: At any point during steps 2-4, you can click Save and Exit to save your progress and return later. The permit remains in Draft status until you reach the Review & Sign step.


After Signing

  • If the effective date is today or in the past, the permit moves to Active status immediately.

  • If the effective date is in the future, the permit moves to Upcoming status and automatically becomes Active on the effective date.

  • A PDF is generated automatically and becomes available on the permit detail page.


FAQ

Q: Can I change the template after starting?
A: Yes. You can switch templates during the wizard. If you go back to Step 1 and select a different template, the form fields in Step 2 will reset to match the new template. Your scheduling data from Step 3 will also be cleared.

Q: What if the effective date is in the future?
A: The permit will be created with Upcoming status and automatically become Active when the effective date arrives.

Q: Can I save and come back later?
A: Yes, click Save and Exit on any step after Template Selection. The permit stays in Draft status and can be resumed from the Permitting list.

Q: Is there a maximum permit duration?
A: Yes. The system validates that the expiration date does not exceed 5 years from the effective date, consistent with standard pretreatment program requirements.
